    The costs and quality of care for the aged in nursing homes have become matters of great national concern. The concern for costs is understandable. Nearly 30% of the nation's health care bill is accounted for by 11 % of the population who are over 65. In 1977, 23% of health care costs for the elderly were nursing home costs; over half this cost came from public funds. About 5% of persons 65 and over are in nursing homes (1 112 000 persons), and projections from current trends to the year 2000 indicate that the aged nursing home population will
