The extent to which this journal brings you information that is new, useful, and reliable depends on many kinds of judgment. There are the cumulative judgments represented by each paper: those of the author, the reviewing consultants, and the editors. Other judgments shape the editorial policy for the journal: to whom it should speak, on what, and how. For wise advice on these questions, the editors are steadily in debt to the Editorial Board.
