A review of the technical and economic pressures that influence the kinds of medical care a society can consider supporting; attention to the balance between "solidarity" and individual responsibility; analysis of potential priorities; consideration of "rationing" and appropriate and inappropriate care; and a closing section on the Committee's recommendations on the main issues.
